Donegal® Announces Key Marketing Promotion, Retirement
MARIETTA, Pa. (December 3, 2025) – Donegal Insurance Group® announced today the promotion of Josh Mussmon to Vice President of Marketing Operations. Mussmon succeeds Bill Anderson, who will retire from Donegal in January as Senior Vice President of Marketing Operations.
“A proven leader from his time in both Personal Lines and our former Farm division, Josh brings a valuable blend of perspective and experience to this role,” said Noland Deas, Senior Vice President of Field Operations & National Accounts. “Armed with marketing insight gained as part of our National Accounts team, Josh is exceptionally well-suited for this position, and will play a pivotal role in shaping the future evolution of Donegal’s marketing operation.”
A Lancaster County, Pa. native, Mussmon joined the Donegal team as a Farm Insurance underwriter in 2002, leaning into his degree in Agricultural Business Management from Penn State and time spent as a dairy nutrition specialist early on in his career. In the decades since, he has taken on broader leadership across the company – ascending from Assistant Manager of Farm Underwriting to Vice President of Personal Lines Underwriting, where he performed a key role within our underwriting systems transformation project. Since 2022, Mussmon has served as Vice President of National Accounts.

Anderson’s upcoming retirement follows a 44-year career in insurance, including the past 12 years with Donegal – first as Regional Vice President of the Southeast Region in 2013, before being elevated to Senior Regional Vice President of the Mid-Atlantic Region in 2018. He was named to his current post in 2024.
“Throughout our careers, I’ve known Bill as a competitor and as a colleague. He is a wildly talented marketing professional, so I much prefer him being on my team,” DeLamater said. “Bill is a staunch supporter of the independent agency system, and among the best I’ve worked with at building high-performing teams, high-performance business plans, and detailed business requirements. Suffice to say, Bill’s fingerprints will be seen on Donegal for a long, long time.”
In his new role, Mussmon will continue to be based out of Donegal’s Home Office in Marietta, Pa.
